List rules-of-engagement policies
Returns every rules-of-engagement policy on the team as a plain array, not paginated: the default first, then the rest by name.
Each policy carries sequence_count, how many sequences run under it; the default also counts every sequence that names no policy. A team always has exactly one default. If it has none yet, this call creates it, named “Team default”, with the starting rules described in Rules of engagement. Counts against the Sequencer reads rate limit.
sequence_count on each says how many sequences run under it, so you can see what a change would touch.
